In the footer when you press the

Privacy Policy (Placeholder)

The viewer stays at the bottom of the page instead of getting to the top of the page.
An example of how we want it is the

About
About Us (Placeholder)

that takes you to the top of the page when pressed.
This issue does not involve filling these pages with info, which will be a separate issue.
